ASSESSMENT CRITERIA
The selection process is based on the assessment of applications against 4 types of criteria:

  • Eligibility Criteria

Applications should comply with the eligibility criteria set out in Guidelines, such as: formal submission requirements, grant size and duration, applicant, partners and partnership requirements.

  • Exclusion Criteria

The institution is not in one of the situations described in section 6. Exclusion criteria of the Guidelines (such as bankruptcy, profession misconduct, subject of fraud, corruption, administrative penalty, conflict of interest, etc).   • Selection criteria

Applicants must have stable and sufficient sources of funding to maintain their activity throughout the period during which the action is being carried out and for which the grant is awarded. They must have the professional competencies and qualifications required to complete the proposed action or work programme.

  • Award Criteria

All eligible applications will undergo assessments by external independent experts according to the following criteria: Relevance, Quality of the Partnership, Quality of the project's content and Methodology, Dissemination and Sustainability, Budget and Cost Effectiveness.


AWARD PROCEDURE 

The Evaluation Committee includes representatives from the Agency and from the associated Directorates- Generals of the European Commission, as well as from the European External Action Service.
From the proposals that passed the external assessment, the interservice Evaluation Committee will short-list the projects on which the EU Delegations, the Ministries of Education and National Tempus Offices in the Partner Countries will be consulted. The Committee will draw up a list of projects recommended for funding taking into consideration not only the results of the evaluation and of the consultation but also the geographical balance between the Partner Countries, the involved applicant/partner institutions, and the budgetary constraints. The Director of the Agency will take the final decision on which projects it will fund.
