NATIONAL TEAM OF EXPERTS ON HIGHER EDUCATION REFORM IN KAZAKHSTAN

In 2007 under the support of the Education, Audiovisual and Culture Executive Agency and by the agreement of the Ministry of Education and Science the National Team of Higher Education Reform Experts (HEREs) was established in Kazakhstan.

Mission – to promote modernization of higher education system in accordance with the Bologna process objectives.

Objectives:

·        Accumulating and conceptualising the national and international experience of the higher education modernization at the institutional and national levels and contributing to its using in Kazakhstan;

·        Active participation in the higher education policy developing and fostering the reforms;

·        Promoting of effective approaches and tools used by non-academic institutions in the sphere of higher education;

·        Providing a pool of expertise to higher education stakeholders. 

The first stage of the HEREs activity was dedicated to learning the national and European experience of the higher education reforming. In 2011 the main attention was paid to the practical work on supporting the modernization of the higher education in Kazakhstan. During 2011 they conducted series of seminars on “Diploma Supplement and ECTS” that have been attended by more than 360 stakeholders (universities’ academic and administrative staff) from six regions of the republic. Along with the activities involving several members of the HEREs team there were a number of individual presentations delivered on the institutional level or at the national conferences and seminars on the topics relevant to their fields of expertise.

The team cooperates with the Ministry of Education and Science of the Republic of Kazakhstan. Experts participated in commenting and developing the strategic documents initiated by the Ministry. Four of them are members of the National Task Force on modernisation of higher education in Kazakhstan and two are members of the national Bologna Follow-Up Group. They were involved in Round tables for discussing a variety of issues related to higher education reform in Kazakhstan. Concrete suggestions on the format of Diploma Supplement and Qualification Framework have been sent by the team to the Ministry for consideration.

HEREs had developed and published analytical publications: “Integration of Kazakhstan higher education with international education area: achievements, challenges, development perspectives” and “Framework conditions for integration of Kazakhstan higher education with the Bologna Process: structure, content, science, human resources”, which are available at our website in “Publications” section in Russian.
