WHAT IS TEMPUS?
ABOUT TEMPUS

TEMPUS OBJECTIVES

The overall objective is to contribute to the creation of an area of cooperation in the field of higher education between the European Union and the Tempus Partner Countries.

The specific objectives:

·         To promote the reform and modernisation of higher education in the Partner Countries;

·         To enhance the quality and relevance of higher education to the world of work and society in the Partner Countries;

·         To increase the capacity of higher education institutions in the Partner Countries and the EU, in particular their capacity to cooperate internationally and to continually modernise;

·         To assist them in opening up to the world of work and the society at large;

·         To foster the reciprocal development of human resources;

·         To enhance mutual understanding between the peoples and cultures of the EU and the Partner Countries.

 

TEMPUS BASIC FEATURES

•       Institutional cooperation

•       Bottom-up programme mainly implemented through calls for proposals seeking projects targeting reforms in higher education institutions and/or systems

•       Strong involvement of national authorities

•       Strong accent on  dissemination, sustainability and exploitation of results

•       Complements other EU mobility programmes (e.g. Erasmus Mundus).

 

BRIEF HISTORY OF THE TEMPUS PROGRAMME

The first Tempus programme was carried out from 1990 to 1994. Next stages cover the following periods: Tempus II (1994-200) and Tempus III (2000-2006). The new phase of the programme -Tempus IV (2007-2013).

TYPES OF ACTIONS

Within Tempus IV three types of actions are funded: Joint Projects, Structural Measures, Accompanying Measures. More about types of actions see here.

PROGRAMME MANAGEMENT

The Education, Audiovisual and Culture Executive Agency (EACEA) is responsible for the management / implementation of all Tempus Actions and acts under powers delegated by the European Commission.
